To play devil's advocate I'm saying yes in the sense that it's sexual in nature, "perverted" is defined as abnormal, strange or creepy and it's only that if you felt uncomfortable with it. The part about “don’t tell anyone” feels very strange to me personally. Only send feet pictures if you feel absolutely comfortable and trust the person entirely.
