Um, it's not actually an action in D&D or most TTRPGs I've played, but if one of my players wanted to spend a turn doing it, I tend to DM by Rule of Cool. So, sure, entertain me!

that's what I thought

I can see two outcomes:

1. when a character uses a visual action during their turn the target rolls a charisma check and if they fail they are completely engrossed by the user and can undertake do nothing on their next turn (no actions, bonus actions, movement nor reactions) (ok this might be a bit harsh - so undertake no actions against the user only - can still take actions against others). This effect persists until the target saves (charisma) at the end of their turn.

2. when a character uses a visual action both the user and the target makes a competing charisma check and the loser of the roll takes xd6 psychic damage (where x = the charisma modifer of the winner, min of 1)
