I also was scared of it for some time and I think the explanation page lets it seems 3000x more complicted then it is... but if I had to sum it up in my own words...

... you put in 5 cards, you get 5 cards out. Thats it
Its just a 1:1 to reroll with the addtional up chance that you sometimes can get a rare out of it
Usually you can enter any cards you want (common, rare, limited) but everything you enter is just like buying a ticket, if you put in a rare or a common, you still will draw one card from the roulette and you do not increase your chance by entering higher value cards. So I recommend to always enter only common cards!!

Also currently there are special roulettes going on, last week was the valentines one where you could enter your common cards and get out a valentines limited card! I think next is halloween!
