When it's below freezing, there's a chance for water pipes to freeze.
Things like building insulation and central heating plus leaving a tap on just a little and prevent them from freezing over. Unless I get temperatures like -50 >.> then nothing matters. They will freeze.
My kitchen is part of an extension in my apartment building so there's no central heating that reaches there. My kitchen gets really cold in the winter as well.
