Show me proof if it's been backed up then as if they had kicked her right after the whole ordeal then announcing it when they did would make absolutely no sense as it just brought the situation up again when it could've been dealt with already so at most they might have had the idea of kicking her out however I don't believe they actually made the final decision until the announcement which would line up with Soyeons Instagram story before it happened.
