I mean I can't say much to that, I don't know what you mean by "improper" because 1) dialects exist and 2) if you have another language you're better at then that happens sometimes. I'm much better at english even though it's not my native language just because it's the one I use most often and learnt all through my school life.

it is not dialects

it is just improper - something like shortcut with no good grammar etc etc

most of them only know malay / eng but not better than most non native speaker

That's very common in native speaking. If you're speaking in the language day in and day out you'll develop sayings and slang that shortens words and uses improper grammar to express stuff easier and faster.

Either way, I personally don't judge people for this type of thing, I have a habit of correcting people's grammar in English sometimes but I only do that when it's someone I'm comfortable with, otherwise to each their own. As long as they can communicate who am I to say anything?

The communicating could be an issue, in that case you should ideally be more accomodating to them since you know the language better. The scoring on language tests is again up to them and the education system that they're under.
