Not everyone is gonna consider you a friend just because you talk.

And not everyone follows "unspoken rules." No harm in asking someone to be your friend imo.

How does someone "make" someone else their friend? By force? Yeah, way to give that person a good first impression.

I think talking is the best route, then you'd find out about each other's personalities, etc.
If the stranger refuses for some personal reason, then you can move on and try to befriend another person.
