I'm going to pop in and say: sometimes they are called "witch's stairs" where it is believed that witches cannot climb those stairs. They save space by being able to have shorter steps (front to back) because they are staggered. I doubt its safety, and some ems have said that they've refused nonemergency calls due to these stairs.

me, personally, why witches don't ride their brooms up the stairs instead is beyond me.
