calling someone a flop bullying? lol

My friend and i use it to call a group successful. Since our faves have been called flops a lot we started this.
So when they break a sale record for example we say "Ong such flops " xD

depends in which contex. if u know the person well and u guys like to joke, I would not call it bullying.
but there are ppl being serious about that, so in that case it is bullying.

in my opinion, ppl use the phrase 'I was just joking' as an excuse way too often.
for example when they dont have arguments anymore or they see that some ppl dont just take it.
its a way of running away. which makes u a piece of trash, if u want to bully others and than say it was just a 'joke'.

I always use flop as a joke I would never use it in a real argument or to bully someone
