She is redirecting the sharks from biting her. I'm overwhelmingly in favour of not touching wild animals, but she never explicitly tries to touch them and if she does it's because she's trying to get them away from her. She has a shark diving certification so I trust her to talk honestly from a diving perspective being around sharks but not a biological perspective. There are other tiktokers that do actively try to interact with sharks which I don't like either, but if you're concerned about what you talked about, I'd look at some of her other videos talking about why she does what she does while interacting with sharks.

Are you talking about her touching their bodies after she's redirected them? She's talked about in some of her TikToks that it's done as a part of redirection to ensure they actually continue to move away from you. If she were to retreat her hand before that and they charged her she wouldn't have time to react and they could potentially fatally hurt her or the other people she's diving with. I love her content over a lot of other shark divers because she doesn't attempt to touch them apart from redirection for her own safety.
