Actually in the US pet tattoos (like tattooing your pets, not getting tattoos of your pets) as far as is only explicitly illegal in not very many states. So if you want to get your pet a tattoo it doesn't seem impossible for one to do so in the US. It's hard to find information about this though so I could be wrong

Getting your pet a tattoo seems insane and pure abuse.

So true, A co-workers daughter does tattoo's for free to her friends and family (she's 17 and wants to do it professionally after the marines). I've see her work on her father and I'm not terribly impressed...

as a general rule of thumb, yes. For safety precautions. I'm not a vet but I am a health specialist after all, so i'm safely assuming
