Unfortunately they are right
The school can only do something if it’s like harassment, such as inappropriate verbal language, actions, or cause harm to another :(

yea ;-; but they did tell me one time that they could do something about it and then the next day they said they couldn't T^T

This is why I never trusted conculers and people in the offices, they were inconsistent when it came to helping a student with a situation like that (I image they were helpful, but I never gave them a chance to see if they could help me…I’m very stubborn so…😅)

find a way to provoke them (unintentional so that way they don’t hammer you for starting the situation resulting you being punished instead of them lol) it could work :)

I dont really see the problem tbh. its not like you have fixed seats for lunch right? so basically they can sit wherever they want.
its a but impolite to sit without asking if the seat is free, but like I said, they arent fixed seats.
u might ask yourselves why they are sitting next to you.

anyways, its not your problem. if your friend is annoyed by them its their job to tell them as this is a family matter.
on the other hand they might not have any other friends in school?
I think communication is key. first you need to tell your friend its their task to handle the situation.
tell them you feel uncomfortable by them. if your friend doesnt show understanding and isnt doing anything, you might consider if they really are your friend to begin with because clearly they dont care about your feelings.

you can also go frontal with those ppl. they might have misunderstood the situation and see you as their friend.
make clear to them you feel uncomfortable and also tell them the reason.
there are ppl that are not aware of how they look to other ppl.
and that their behavior might annoy other ppl. make it clear if they dont change when you are around,
you dont want them near you, leave the table and make clear they should not follow you.
