I’ve got no clue, I know very little about Proto-Germanic. I will say that chapter was definitely very different and almost definitely unrelated back then though, since the current word “chapter” is of French origin, and as such wouldn’t appear in English any more recent than late old English or early Middle English. Proto Germanic also did not have definite or indefinite articles like the, so that wouldn’t be a clean translation probably

Words that sound like they have a role in schooling, the legal system, or government tend to be from French. Words like school, university, mediation, judge, independence, liberty, and legal all come from French. So chapter was a pretty safe guess for me because of its context. Not a hard and fast rule of course, there are many words that don’t follow

well good thing the evolution happened because if we had to learn the oldest english i'd remain speaking only my native language
