John Tyler is the only deceased former U.S. president who was buried under a foreign flag. He died in 1862 and was given a big showy confederate funeral, and he was buried under the confederate flag. This funeral went against his own wishes but not because of the flag (he was elected to the confederate congress after all). Rather, he wanted a simpler and more toned down funeral rather than a big fancy one.

Depends on whether you consider it a separate nation or US rebellion or whatever. A better way of saying it would probably be “John Tyler is the only deceased former U.S. president who was buried under a flag other than the U.S. national flag.”
