Did the bear cub just slip put of the bear enclosure n nip out to the road to pick up traffic cones then slip bk in to make the hats or did someone(s) pass/slip into the enclosure to convey the cones; either way amazing acts of delivery/execution of very absurd yet satisfying n enjoyable creativity/playfulness by the cub/humans(who enabled this)
