People who are so certain that it doesn't matter should be forced to meet with the families of those who lost people to the virus or those hospitalized in a critical state at repeat these things to them. Tell them that it isn't a big deal. Let them know that if they get the virus they'll continue to party because that's more important than preventing the spread and potentially putting others lives at risk. Tell them that the virus is a great inconvenience to them because they want to get drunk and it's getting in the way. Only right for them to be the ones to do it, if they know so much about it and how "safe" it is.

I don't know if full avoidance of outdoors is needed, people will go crazy pretty quickly if that's the case but people shouldn't take it lightly either. They should avoid crowds and wash hands. I think restaurants might be ok, at least outside busy hours if you don't have to sit too close to others. Going for a walk should be perfectly okay as well. Meeting a friend or famiyl member if both of you don't have symptoms should be ok too. Though anyone who has temperature, is coughing or has to sneeze shouldn't go to places with other people.

Problem still remains is the lack of symptoms and the still being infectious part.

Exactly. They’re trying to reticule people for not staying indoors but then they’re sending at least a three man crew out into the field to film this story thereby doing the exact same thing you’re telling other people not to do!
