Yes and no, depends what people mean by it. I'm avoiding public transportation, going to city center and places lot with lot of people. I'm not avoiding going outside though, first of all because I have dog and secondly cause I think i'd get sick just being inside (not corona but headache). I'm washing my hands more, too much I already have dry spots and even got small wound earlier,, so now I'm both washing them and lotioning them all the time. Shops and restaurants aren't closed here yet, but schools and public places like libraries are.
I have heard of some people who really brought months worth of food and haven't stepped outside in week or two, but I can't rly understand that personally. The officials are saying that the situation is not going to disappear in any time soon and the peak is probably going to be in May. There is no point hoarding way food for month and staying that inside doing nth. This is not anything sudden like thunder storm that will just pass a quickly as it came. You need to act in ways now that you can act months.
