No. Dispatch also buys stuff from people who sell it to them. It could be an employee of the restaurant who sold the info, a passerby who saw them enter the restaurant or someone who was there as well or picked up food.

People are only mad because they were in Itaewon a week before the outbreak there and didn't self-isolate, however they were tested. As they are celebrities, I highly doubt they were heavily interacting with the public and therefore their risk would have been incredibly low.
