I can't speak for everyone but in the US, Lockdown drills first became prevalent after an incident at Columbine High School in April 1999. This incident caused almost every school to adapt a lockdown drill. Before then, there was barely any records of school shootings in the U.S.

Oh yeah. I liked them better than tornado and fire drills though I'm not saying that the situation is better. I'm just so blessed to not have it actually happen.
