Yes to my knowledge 16 is the requirement. It was changed in 2015. Some provinces like Ontario has it at 18. By child I thought you meant under 12-16ish, not under 18 :wimwim: And if you get married at 16 you must have parental permission and court permission

I can understand that learning a second language (or third or fourth) is very difficult. I don’t expect anyone to be fluent in the language of the country they are moving to. It could be beneficial to learn a few simple phrases or communicate in some other way.
