so basically the longer the tentacles of a jellyfish, the deeper they live in the sea. Kanata's hair length represents how close he is to the surface, or to put it another way, to people.

so as you can see from his card (sea of secrets) when they show him as a kid, his hair was really long

so when he was a child, his family were apart of a cult that worshiped him as their god. He was forced to do their ceremonies for them even when he didn't want to. Kanata's father was the guuji (chief priest) of the family religion. Growing up he lived an isolated childhood and he struggled (and still does) with emotion.

when he first joined his unit (ryuseitei) he didn't really get along with the members (as shown in some parts of the anime if i recall correctly) and it took him sometime to get used to them. when he first joined, his hair was long. the longer time he spent with ryuseitei, the shorter his hair got which symbolizes his growth in growing closer to people and letting go of his traumatic past.

Also in japanese culture, cutting your hair in some situations means that you decide to give up on your past self and are ready to become another person (for the better I believe).

and now today, we know him as a happy and friendly guy who loves water, sea animals, and his friends. (and his happily married to chiaki /hj)
