Korean age works differently, they start off at 1 instead of 0 and your age goes up at the start of the year so if it's before an idols birthday you add 2 years to their age but if it's after you just add 1.

This makes Jiyoung 25 since she'll be 24 next week and makes Jiyoon 24 since her birthday isn't until January and she's 23.

Not quite she was born in 1996 so if it was before her birthday she'd only be 22, I think the song is more so referencing that they are both going to be 25 soon.

It was the 5th this year and 16th last year so I suppose it's possible for someone to have their birthday on the same year they were born if the date fluctuates which seems really odd.
