There is an explanation though. Bhutan can and does have relations with other countries not on the list, but it’s very selective with who gets officially recognized because of its strong standpoint of neutrality and in general being closed off to maintain their culture and way of life. So the fact that they don’t formally recognize many counties isn’t because of outward hostility, like it may seem. Recognition and diplomatic missions aren’t necessarily tied, you can have diplomacy with a country you don’t officially recognize and vice versa
