It's definitely interesting, but it could be that youtube themselves wanted to push this division between content for non-kids and content for kids instead of there being third option of general audiences. Age gating youtube was first solution that came to my mind, to only have youtube accessable via account, but it seems like youtube would rather try to push responsibility to creators instead of figuring out real solution.

You think by now companies would realize just being so openly greedy was like a slow suicide.

I just think YT wants to avoid lawsuits at all costs. They brought no good to Google and Facebook, and a team of competitive people is behind YT legal matters. They know what they are doing, they have no choice.
While this works for them avoiding responsibility, the amount of stuff that falls under kid friendly content currently is going to leave a lot of creators getting fined to the tune of 42k per video.

That's also a clever way of basically cutting 90% of content creator's revenue.
As well as 90% of creators when they can't afford to do it anymore or just don't want to risk being fined when for example all games fall under being appealing to children.

Apparently whole thing happened cause Youtube fucked up. You need to be 13+ to make account in youtube and they made Youtube KIDS where younger kids can go and won't receive targeted ads. So all was supposed to be fine, but then FTC found out that kids still used main youtube and that youtube had been marketing itself to investors and advertisers by pragging how it's main platform for children between 6-12. Matpat was talking about this in his video:



@Kiseki FTC has made blog post to clarify some stuff (still quite confusing on what is child appealing), but they actually clarified about the fine and have said that FTC considers how much the business makes and if fine would cripple them before deciding on fine and how big it is. So they actually came down a bit and stopped fearmongering- at first their representative made these threatening statements but i guess they realized that youtube is also screwing over creators and creators aren't evil millionares that want to exploit children. Issue with COPPA is that it doesn't have understanding over digital spaces like youtube and it's really outdated in the first place.

Yeah it seems now like FTC is trying to reach a middle ground that doesn't gut the platform of monetisation between COPPAs vagueness and being advertiser friendly.
