Thats right, parrots cannot feel spice. They don't have taste receptors for capsaicin, the chemical that causes the burning sensation. However, parrots can eat spicy peppers and other spicy foods occasionally. This is because birds have different taste receptors than humans.​

Birds as a whole can’t. One theory for how chili peppers spread despite the spice preventing many animals from eating them is that birds spread them, given their ability to fly and spread the seeds that way
