The reason is our retinas can detect some UV light, but our lens filters it out before reaching the retina to protect the retina from UV damage. But people who had eye injuries and surgeries and such can potentially see the UV light, depending on the status of their lens and whatnot. People who can see it describe it as a white blue color or white purple color
