yes it is, ppl that say it's a spice are also the ppl who only eat it as onion powder .... imo so yeah...
if you can make a whole meal as it's base (onion soup, fried onions etc) then its not just a spice

I haven't asked her but I have a suspicion she may not consider chilies vegetables, just bell peppers. But idk her stance on that for sure

I'm not sure anyone considers paprika a veggie though, not in the final spice form
