To be honest, the most effective way is to just cut off all contact and curb all the ways they can reach you.
No need to waste your breath on such people, you're worth way more than that.

P.S.: In real life, if they're being creepy, carry any liquid that can burn their eyes momentarily, not necessarily pepper spray.
Anger can be useful in situations that you can't escape from by ignoring as well.
Keep your feet at the ready and be prepared to go for the centre at all times.
It's not cheating if they harass you first.
