Everywhere else you can go off and call the person out but Korea protects people's identity for some reason.

I think that it's because of the presumption of innocence. If he mentions a name and makes an accusation like that the damage on the image of the person will be big, if later the accusations are false this damage may never be repaired
Sadly many victims can't go after it legally and in the end of the day they can't even say the name of who made them suffer
