sadly they are not often available, there was some special badge shop event that happend 2 times since I joined the forums, it's the only time where you can buy them sadly

Then there are a few special ones, like the cat I have is a april fools badge, we got one every year on april fools day, but it's always a surprise what it is

and then there are a few events, where you actually can win either pre-made badges that are only available one time during that event, or you can earn the right to create your own custom badge

it's not so bad for you if the shop returns a bit later, give you more time to collect more koins to buy them
