한국이 대북 방어용 사드를 배치하자 중국은 자기네가 생존하는데 필요한 한국산 수입품을 제외한 문화,관광 분야를 중심으로 수입제한, 단체관광객 한국행 금지조치를 내렸다.
지난 1월 리오프닝기를 맞자 중국 정부는 유커 단체관광 허용국가 20개국을 발표했다. 한국은 없었다.
그리고 3월 들어 2차 단체관광객 여행 대상국 40개국을 발표했는데, 여기에도 한국은 없었다. 물론 미국, 독일, 호주, 일본도 빠졌다. 대국이라 자칭하지만 소인배나 다름없는 행태이다.
유커들의 한국행, 중국인의 한국문화 향유의 길은 막히는 걸까. 결론부터 말하면 그렇지 않다.
사드배치 직전, 수천명 단위 중국인 인센티브 단체관광객들. 단체여행길이 막히자 선량한 중국인들은 개별여행으로 한국을 찾았다.
중국 정부는 이른바 ‘금한령’, ‘한한령’을 내렸지만, 중국인들은 더 강해지는 한류 문화콘텐츠를 훔쳐보고 있다. 이를 제재하면 중국 인민들의 분노가 어떻게 표출해 정권을 위협할지도 모르니, 중국 공산당 정부는 방관하는 듯 하다.
단체관광객은 7년째 완전히 끊겼지만, 여전히 한국과의 교류를 원하는 선량한 중국인들이 한국행 발길을 개별여행(FIT)으로 이어갔다.
2016년 사드배치 전 800만 안팎이던 중국인 방한객은 400만대가 되는가 싶더니, 곧바로 500만대 후반, 600만대로 회복됐다. 중국정부가 제동을 걸어도 한국 콘텐츠는 팔리고, 선량한 중국인들은 한국 여행을 왔다.
우리가 중국발 여행자의 코로나검사를 풀자, 중국은 며칠전 관광비자 발급을 전면 재개했다. 중국은 인구가 많아 관광산업 통상협상에서 우리가 열세일 것 같지만 그렇지 않다.
중화권(홍콩, 대만) 방문객을 제외하곤 중국에선 한국인 방문이 나라별 1위였다. 중국이 꼬장만 부리지 않았다면 한국인들은 더 갔을 것이다.
우리가 안가면 소득수준이 우리의 1/3 밖에 되지 않은 중국인민들의 고통은 더 커질 공산이 크다. 사드로 유커의 방한이 줄자, “단체로 떠들며 무례하게 구는 중국인들이 없어 한국여행이 더 좋아졌다”고 평하는 유럽, 미주, 일본, 동남아 방한객이 적지 않았다.
한국으로선 아쉬울 것이 없는 상황이다. 반도체 등의 문제가 있지만, 우리는 늘 수출선, 수입선 다변화로 쉽게 극복해왔다. 2019년 방한객 역대 최다 달성도 유커가 줄어든 상태에서 일궈낸 개가였다.
중국이 쪼잔하게 굴어도, 우리는 대범하게 문화대국 답게, 중국행 단체관광을 기획하고 있다.
하나투어는 약 3년 만에 중국 관광 비자 발급이 가능해짐에 따라 중국 ‘상해’와 장가계, 백두산, 태항산, 구채구 등 ‘중국 4대 풍경구 지역’ 단체여행상품 운영을 전격 재개한다고 밝혔다. ‘한 달 뒤 떠나는 중국여행’이다.
교원투어도 중국의 관광비자 발급 재개에 맞춰 장가계·상해·백두산 등 중국 단체여행상품 판매에 나섰고, 모두투어, 인터파크 등도 중국단체여행상품 구색 공개의 초읽기에 들어갔다.
