and somehow we still survive as a country, even in these times

If you're talking about the coronavirus, I think it's because they already went through something like this not too long ago (but on a smaller scale, obvs) and were better-prepared for the future. If you're talking about everything else... I dunno. It might just be the East Asian mentality of not rocking the boat too much. I'm sure there are still lots of crimes that just go unreported.

I'm not talking about coronavirus,I'm talking about crime like if they don't arrest the criminals how are the citizens of Korea for most of the time still able to go out in dark without being mugged. Like do people just not want to take advantage of the system and mug people or mugging just isn't a preferred crime to do? Like even minors can go out at night with nothing happening to them. Is it that Korea is just not reporting crimes?

Crime, or it could be that the crime rate is low due to it being unreported as someone said here, either way it's weird to have low crime rate when the system protects the perpetrators more than the victim. With this I'd assume that a lot of people would take advantage of it.

Corruption leads to different kind of crimes than mugging on streets and visible violence. It has led to chaebols avoiding taxes, police getting brided, cases like Burning Sun, Sewol tragedy, the recent sex cam and blackmail case..

South Korea has been democracy just couple decades. It used to have dictator and oppressive regime not so long ago. Western countries were even supporting that regime since it led to financial growth and strong opponent against communist North Korea.

The current goverment of Moon Jae in has promised to root out corruption, but its roots are planted deep. And are the goverment even above corruption themselves?

The nonchalant attitude of the articles I'm reading on this is shocking to say the least. And also explains why I've literally never heard of this before.

Korea is definitely not as safe one might assume though! Just like everywhere else, there is bribes, corruption, human trafficking, etc but it just doesn't get reported as much.
