I'm sorry, that sucks. It's weird that they don't seem to want a public space to be used by the public.

tbh though using a modified hanlon's razor: i think they're running low on budget and wanted to prioritize the kids.

Almost never. There's only a small local library and I prefer reading ebooks anyway.
