It was JFK. The thing is he said “Ich bin ein Berliner” which can mean both “I am a citizen of Berlin” or “I am a jelly donut”(a Berliner is also a jelly donut). Of course most people would have understood it to mean the first meaning. But if you want to be technical, the second meaning would not have been wrong or a mistranslation.
