They publish their birthdays without their birthyear. I don't think the girls cannot say their ages; but the company seems to not reveal it. They only reveal the PassCode members' ages. It's possible that there are minors in those groups. I at least know Kolokol's Saki is a minor. Kino is 20. Akiho is 20+, I don't remember her exact age. I don't remember I have ever known Konomi's. I have no knowledge of the ages of the members from the groups I don't stan.

As an aside, about we-B studios, Koji (PassCode's producer) and Pana (CEO) were in a rock band before putting PassCode together. The band is called "Daylight Season" and they played electronicore. I think I'd stan them if they were active. So maybe I'm a company stan actually.

I have no idea. As I have said above, the idols themselves have told their ages on twitter apparently without consequences. That has led me to believe it's not a strict rule if it actually is. It has been my observation that the company doesn't publish their birthyears. I have no idea about the why and saying they're hiding them it's just speculation.
