Depending on the artist, it's either a sexual thing or a display of enthusiasm/affection for the artist.

I went to a Kesha performance once (post Dr Luke lawsuit), and people threw clothes up on stage when she sang Take it Off. Which has a slightly different connotation than some other concerts.
