In the account settings there's this info:

Allows you to change your username across the site. Please keep in mind that you are not able to revert back to your old username if it is taken.

Taken by whom? Does it mean that I can use my old username again unless someone other uses it at the moment? Or does this info mean that I can't use a username when I already had it in past?

Perhaps it's because English isn't my native language, but this information seems to be a bit vague.
