Maybe it’s a type of beef where it’s okay. Maybe in their country food is extra safe. I don’t know. But these words a still make me worried for them

Never heard of raw as an option. Rare yes but that's not exactly raw I don't think.

Aside from the fact that a meat looking bloody doesn’t make it raw I’m pretty sure in most places there’s a minimum temperature it has to reach. From my perspective raw in the center would mean it hasn’t reached the minimum. That’s basically what raw means here, that it hasn’t been cooked at all.

yes, thats what it mean, only the outside is a bit fried, bit the inside is still raw. its normal here in europe.

If the outside is cooked and it’s served without violating laws then I don’t think the inside can be called raw. I understand the concept of rare, medium, and well done. It’s normal in the US to to have that. But I don’t consider a steak that was cooked on the outside, reached the minimum inside temperature, but is red inside as raw. To me that’s rare. Looking red or having red liquid does not make a meat raw. Depending on the meat, it can be way past the minimum temperature and look that way. If that’s what the person in the quote meant then that’s different, but it’s not how I would interpret that quote.
