Can you use the word picture to describe a photo?

In English you can, but not in Russian. I made many mistakes in Russian where I used picture instead of photo.

Yes, generally yes.
Picture is called "kép"
And photograph is called "fénykép" , would translate to "lightpicture". For obvious reasons it was named after the method in which pictures where taken back then.
So the root of the word is the same. If u wanna actually talk about a picture or painting u have to explain more cuz ppl will think of a photograph first in this day and age.

In Latin I don't think you can since modern Latin is so different from classical Latin.

Wait no you can. On the site I use they have two translations, one meaning picture and the other meaning art photography

in bengali - yes. the word chhobi (ছবি) can refer to a picture or a photo, or even a movie. but i think chhobi originally just meant picture, the meaning extended to photograph and movie due to the english language usage of the word picture for those two concepts as well. though that said this is just the commonly spoken language, i'm sure there are fancier, more formal terms as well.

Hindi - 'thasvir'
Gujju, no clue which is why I put the Hindi word. Genuinely, my grandma just called it 'picture' and 'photo'
'Picture' can also mean 'movie/film'

i think so, i mean we have different words for picture (obrazek) and photo (zdjęcie) but if you used these interchangeably no one would care as most people here use "zdjęcie" for any image anywhere unless it's like a painting which is clearly not a zdjęcie

Yep. The German word for picture is 'Bild'. We can use the word for a painting/drawing and for a photo. Photo editing software like Adobe Photoshop is called 'Bildbearbeitungssoftware' in Germany.
