If you are new into K-Pop: Liz isn't from Germany. The dress she wore back then looked kinda like a Bavarian 'Dirndl' dress, so Social Media spread the news that she's from Germany. I guess K-Pop fans saw those dresses at yearly Munich 'Oktoberfest' (October festival) - you can see many Asian visitors there. Probably quite a few of them are from South Korea.
