In the United States, a bill giving President Joe Biden the power to ban China's short-form social media platform TikTok altogether has passed the House Foreign Affairs Committee.

On March 1 (local time), the Foreign Affairs Committee voted 24 in favor and 16 against a bill that would give the Biden administration the power to ban TikTok and other applications (apps) deemed to pose a threat to national security.

The bill directly refers to TikTok and TikTok's parent company, ByteDance. It gives President Biden the power to impose sanctions, including a total ban, if these companies are judged to be engaged in surveillance, hacking, censorship, or intelligence gathering by the Chinese government by handing over user data to foreigners working for the Chinese government or related agencies.

Furthermore, the bill defeats the Berman Amendment, which allows the free movement of information material from all foreign countries, including adversaries. The bill states that sensitive personal data cannot be protected by the Berman Amendment.

House Foreign Affairs Committee Chairman Michael McCaul, a Republican who introduced the bill, said, "Anyone who downloads TikTok to a device is giving the Chinese Communist Party a backdoor to all of your personal information, just like having a reconnaissance balloon on your phone."

On the other hand, all Democratic lawmakers voted against the bill, saying it was introduced in a hurry and needed to be reviewed through discussion and consultation with experts.

"The U.S. ban on TikTok is tantamount to banning the export of U.S. culture and values to more than 10 billion users around the world," a TikTok spokesperson said in a statement, adding, "We are disappointed that this hasty piece of legislation has passed that negatively impacts the freedom of speech of millions of Americans who use and love TikTok."

White House press secretary Olivia Dalton said, "We will continue to look at other steps we can take on this issue, including working more with Congress."

The bill must pass the full House of Representatives and the Senate, where Democrats hold the majority, and sign it into force before it can officially take effect.

Recently, the movement to banish TikTok has been spreading, mainly in the West. The White House Office of Management and Budget (OMB) has ordered all federal agencies to remove TikTok from all devices and systems within 30 days, and more than 20 states have banned officials and contractors from using TikTok on government-owned devices. The governments of the European Union, Canada, and Japan have also banned TikTok on government devices.

JMP Securities analyst Andrew Boone predicts that Meta will be the biggest beneficiary if TikTok is banned in the US. "If TikTok disappears, there will be a lot more consumption of Reels on Instagram," he said. Laura Martin, an analyst at research firm Needham, also said the ban on TikTok in the U.S. "has huge implications for all the companies that have lost market share to TikTok."

1일(현지시간) 외교위는 틱톡을 비롯해 국가 안보에 위협이 된다고 간주되는 애플리케이션(앱)을 바이든 행정부가 금지할 수 있는 권한을 주는 법안을 찬성 24표, 반대 16표로 가결했다.

이 법안은 틱톡과 틱톡의 모회사인 바이트댄스를 직접 언급한다. 이 기업들이 사용자 데이터를 중국 정부, 또는 관계 기관에서 일하는 외국인에게 넘기거나 중국 정부의 감시, 해킹, 검열, 정보 수집 등에 관여했다고 판단될 때 바이든 대통령이 전면 금지령을 포함한 제재를 가할 수 있는 권한을 준다는 내용을 담고 있다.
