My downstairs neighbor is blasting their music so loud- (1 Viewer)

-that I can feel the bass through the floor! It's been going on for like an hour now, and I can't take it! I'd file a noise complaint (or get my helper to do it), but she says to let it go unless it goes on for a long time bc they have a right to play music in the daytime. Is an hour long enough, or should I wait longer?
