You probably are aware of this. I think you have to gently let him down, if you and your ex mutually decided to still remain good friends.
Unless you are no longer friends with your ex.

Regardless, you have to stand firm and make it crystal clear to the younger brother you are not interested even if he says you hurt him emotionally by rejecting him. If that doesn't work, tell their parents. Otherwise, things could get messy real quick.

I'm just saying. I don't know him, so I'm just assuming he's been doing this for a while. If this is the first time, I apologize.

My point is, if he seems like he's not respecting your decision and was actually hounding you for a while, you may have to take care of it sooner.

We've been friends for 3 years now and he's just now showing that he likes me. I mean I'm a hugger so I have np with the hugs especially since we've been friends for so long but if he tries something I'll stop real quick

Please don't take this the wrong way.
But, if you keep giving hugs back, he might think they mean you also have feelings for him, and Not meant as platonic friendship hugs if you don't make that clear distinction.
