On youtube I remember it, I do recall now that I think Dreamcatcher had people live translating at one point in their early days too on Vlive. Tbh I would prefer a live translation over fans doing it you never know if it would be a fanfic being written out or real subs
Tho I am less to be fooled now since I have been into Kpop for so long I eventually pick up words and I can read Hangul by now

I may be wrong but I swear on YT you can always edit the video after it is uploaded, so technically they could put subs after a live for instance too, but sadly it doesn't happen. And most of these big companies have people who speak fluently English too who could potentially do this
