In 1855, a group of clowns and firemen got into a fight in Toronto, Canada. The clowns won, but this upset many people. At this time Toronto was ruled by a group of Protestant elites who were members of the Orange order. This included the police and firemen involved. The next day, members of this order surrounded the circus tent and attacked the circus workers. The police purposefully dawdled on getting to the scene, as they were in favor of the mob. The mayor eventually stopped the attack, calling the militia for support. Only one person was convicted in relation to this attack, and the police (as always) struggled to remember the people of the Orange order that were involved. After a few of these blatant examples of bias, there was a cry to reform the police system. It wasn’t an immediate fix by any means, but it started the process.
