Ben Sliney was a FAA National operations manager. He was in charge of many aspects of civil aviation (private and commercial) in the US and its territorial waters. He started this new position on September 11, 2001, and was the person who decided to issue a ground stop for all civil aviation that day to prevent more potential attacks.
Obviously it wasn’t his first day doing anything regarding regulation of civil aviation, that would be deeply questionable to put someone with no experience in that major of a position. But it’s still quite a day for that to be your first day at that important of a position
