Well in the end it's a matter of them being wanted by enough people. There are legendary groups that don't have cards simply because not enough p people wants to collect them like Suju or TVXQ. And the soloists that are out, a lot of them are not wanted by people even important industry leaders like BoA.

If enough people voted for Rain and Psy and intended to collect them they are more likely to get sets for sure

Pure soloists just don't build the fanbase to pick up enough votes as while people may like those soloists music it generally doesn't go beyond that and you'll usually see people mention Taeyeon, Sunmi, Chungha, etc. when it comes to soloists with only IU being the exception really.

Good point. You wouldn't be able to resist Psy cards so it's best not to gave them at all. Tge card game will corrupt your soul.

Well I think part of it is also effort vs pay off as Super Junior has 13 members already if all of them are done but then there's the sub-unit members as well like Henry and Zhoumi to bump it up to 15 and how many would actually collect Super Junior in return?

In terms of bumping up activity I'd say we're either at the point in the card game or very close to most potential event cards having a greater affect on activity than almost any artist they could add like hell 4 people wanted to collect the Pranked Cards which is more collectors than some artists from the 3rd batch.
