No, but it's saying that if someone does use a Korean song from one of those decades, it's not considered the "eligible" song.
So sure, someone can use a 90/00s Korean song. BUT they'd still have to find a non-Korean song from one of those decades to combine with it.

Thnx(I also kinda got confused at first glance thinking I needed a kpop song from 90s/2000s n wanted to use gee but I realigned my thoughts n just waited for the starting date-kinda missed the start).

I still might consider different songs(only hvnt found a good/thematically satisfying duo of songs tat fit-either can think of a k-song or a 90s/00s non-k song but not 2 tat fit each other)Oh well, so it goes.
