Ive never heard of that tbh. Doesn't sound like a bad rule. It really just depends on how mature the person is and compatability factors. I know a 60 year old that's about as mature as a 12 year old at work.

I can't remember when I heard it but basically it states that the lowest age one should go down to is 1/2 one's age plus 7 (as a general rule)
obviously the power / wealth / maturity / stage in life component matters more
