It is a massive debate at home, and simply I really don't care which way it goes. Apparently it's "supposed to" hang over???

Yes, it's supposed to go over (easier to tear sheets off) unless you have a cat, in which case it should go under.

haha YES, definitely under if you have a cat! One of my childhood kitties had a habit of tearing up the toilet paper, so we eventually had to start putting it under the roll. lol
